RASCI Training of Trainers (ToT) & Training of Assessors (ToA) Implementation Process
1. Program Planning and Calendar Finalization
- Nominate Single Points of Contact (SPOCs) from both RASCI and the ToT – Training Partner
for smooth coordination.
- Jointly prepare and finalize the annual ToT/ToA calendar, clearly indicating Fresh, RPL,
and Refresher batches.
- Plan assessment dates in alignment with training completion and communicate to all
stakeholders including trainers, assessors, and master trainers/assessors.
2. Trainer/Assessor Nomination and Selection
Fresh ToT
- Educational Qualification: As per the NSQC approved Qualification File (QF).
- Domain Experience: As per the eligibility criteria defined in the NSQC approved QF and NCVET
guidelines.
- Training Experience: Preferred but not mandatory.
Digital Competency: Must be comfortable using LMS, emails, and digital communication tools.
- Language Proficiency: Functional command over the language of instruction.
Additional: Only one QP permitted per candidate per batch.
Fresh ToA
- Educational Qualification: As defined in the QF for the job role.
- Domain Experience: As per the eligibility criteria defined in the NSQC approved QF and
NCVET guidelines.
- Assessment Experience: Preferred. Must not be actively delivering training in the same QP
to ensure independence.
- Digital Skills: Capable of using digital tools for assessment documentation and result
entry.
For RPL ToT/ToA:
- Must have 5+ years of verifiable relevant experience in Industry or Trainer
- Submit CV, employer certificates, training records.
- Verified records must be documented before batch confirmation.
Refer the NSQC approved QF for eligibility criteria along with NCVET Guidelines.
NSQC approved qualification can be referred from National Qualification Register (NQR) on
https://www.nqr.gov.in/
3. Candidate Finalization and Batch Formation
- Minimum batch size: 20 participants.
- The profiles of the aspiring trainers/ assessors are verified and approved by RASCI
- Participant list to be submitted to ToT/ ToA – Training Partner at least 7 days prior to the
batch.
- Candidates must be clearly categorized as Fresh, RPL, or Refresher.
4. Content Preparation and Access
- Platform Skills content to be provided via LMS by ToT – Training Partner.
- RASCI to provide Domain Skills content or collaborate with Training Partner to co-create if
unavailable.
- Self-Paced Learning (SPL) hours: 22 (RPL ToT/Refresher), 25 (RPL ToA), 40 (Fresh ToT/ToA)
depending on the training type
5. Program Delivery
- Blended delivery model: Includes self-paced learning and instructor-led training (ILT)
either online or offline.
- Use of RASCI-certified Master Trainers is mandatory.
- Adherence to session plans, ILT, and SPL hours is essential.
- Maintain attendance records and obtain session-wise feedback from participants.
6. On-the-Job Training (OJT) / Project Work
- Assign hands-on tasks, case-based projects or field-based assignments.
- Ensure verification and sign-off by master trainer or equivalent authority.
- OJT/Project Work is mandatory for Fresh and RPL ToT/ToA candidates.
7. Assessment and Certification
- RASCI provides standard assessment structure including platform and domain exams.
- Assessments are conducted via the Skill India Digital Hub (SIDH) portal through the NCVET
recognised assessment agency.
- Trainers must pass both assessments
- The cut off for passing the assessments for trainers/ assessors is 80%
- The assessment strategy will be composed of both theory and practical assessments.
- The assessment process must be recorded with all the evidence and must possess comprehensive
auditable trails.
- The platform and domain skill assessments shall be conducted in alignment with RASCI SOP for
assessments.
- Results and certificates are uploaded on SIDH; certification is valid for 2 years.
8. Post-Training Documentation
- Submit complete documentation: attendance, feedback, evaluation reports.
- Maintain a digital master list of certified trainers and assessors.
9. Grievance Redressal
- Implement a grievance redressal mechanism in line with RASCI’s SOP.
- Ensure transparent, timely, and documented resolution of concerns.
10. Financial Management
- ToT – Training Partner to submit invoice per batch post-delivery.
- RASCI to process payments within 7 working days of invoice receipt.
- Adhere strictly to agreed pricing structure and batch sizes.

12. Additional Guidelines for Trainer Nomination, Participation and Certification
- Trainers must have minimum experience in the relevant retail domain aligned to the NSQF
level and the NCVET guidelines for both fresh/ RPL category.
- Trainers / Assessors must register on SIDH portal and create TR ID or AR ID on SIDH portal
before batch commencement.
- Submit detailed CV with documents on educational background, experience certificates on SIDH
- Attach verifiable supporting documents: experience certificates, salary slips, ID proof.
- RASCI to pre-screen profiles for validation and batch assignment.
- Each participant may only enroll in one Qualification per ToT/ToA batch.
- Admitting candidate enrolment for multiple qualifications will be solely a discretion of
RASCI.
- Complete nomination, SIDH registration and fee payment are required for batch confirmation
after the profiles are verified and approved by RASCI.
- Full attendance is mandatory; absence leads to disqualification.
- Successful certification requires passing platform and domain exams and task submissions
wherever applicable.
- Certificate requests must be raised by trainers on SIDH after result declaration.
- Certification is valid for 2 years or until QP expiry, whichever is earlier.
